The EoI was a collaborative submission between Xoserve and Encodar Ltd, operator of the Joint Office of Gas Transporters, with Talan identified as a future service provider.

Ofgem’s announcement marks an important milestone in the wider code reform process, which is intended to support the changing needs of industry and consumers during the energy transition. The appointment of a Gas Code Manager is a central part of that work.
Future governance arrangements should support transparency, operational efficiency and effective industry collaboration, while helping ensure the evolving needs of system users and consumers continue to be met. To achieve this, Encodar, Xoserve and Talan remain committed to working collaboratively with Ofgem and industry stakeholders throughout the Licensing Assessment phase and future stages of the process.
